Instrumentos <a><\/a>normativos que permitir\u00e1n a los GAMs fortalecer sus competencias subnacionales en materia de h\u00e1bitat y vivienda, generar alternativas de acceso a suelo para familias social y econ\u00f3micamente vulnerables, precautelar los bienes municipales, y contrarrestar la expansi\u00f3n de asentamientos informales; con opciones destinadas a programas de vivienda social y
